Question
Is it the intent of the code that an amusement park having a 5000 sf bumper car attraction under roof be considered as special amusement per 411 in the Florida Building Code .

Not necessarily. If the facility meets the definition found
in 411.2, then the answer is yes.

Commentary
The key to the classification is easily and readily
identifiable exits. If any system, visual and/or audible,
or construction method obstructs the obvious path of exit
or hinders the occupants ability to readily discern the
exit way and/or exit, then you must meet the requirements
of 411.
