Question
Is it the intent of Section 403.3.2 to require redundant water supplies to all high rise buildings or only high rise buildings greater than 420 feet?

Yes, the provisions of 403.3.2 is applicable to all
High-Rise buildings.

Commentary
The code require two mains for fire pumps for all high rise
buildings and there is an Exception. The Exception allows a
fire pump to be fed from two connections to the same main (a
single main) provided the connection is such that an
interruption can be isolated and the water supply will
continue uninterrupted.
