Question
Is it the intent of the requirement for Arc Fault protection in a "dwelling unit" to include those areas when they are part of a fire station?

Yes. The sleeping / dwelling portions of a fire station are
typically classified as an R-2 occupancy. All 120-volt,
single phase, 15- and 20-ampere branch circuits supplying
any of the rooms or spaces specified in Section 210.12(B) of
the R-2 portion of the fire station are required to be AFCI
protected.
