Question
Based on the descriptions contained in 2010 FBC, Section 1604.5, Table 1604.5, would it be appropriate to classify light poles as Risk Category I structures?

Yes. However, if those poles are associated to a necessary
24/7 facility such as an emergency operations center, the
owner and/or designer may require full compliance for wind
load at a higher occupancy risk category.
