Question
Section 1609.1.1 of the 2010 FBC permits the use of alternate standards for the design of various non-building structures such as metal flagpoles (NAAMM FP 1001), cell towers (TIA-222) and light poles (AASHTO LTS-4). Is it the intent of Section 1620.1 to specifically disallow the use of those same alternate design standards within the HVHZ areas?

Yes, the applicable sections of Chapter 16 in the HVHZ are
specified at 1601.1 as 1615 through 1626. A local
jurisdiction could accept designs by such standards as
an alternative method, if found to be equivalent to or more
stringent than ASCE-7.
