Question
What is the intent of the definition of the word "surface" in regards to this code section? See comment below...

The 72 inch dimension is the measurement on the outdoor side
of the window, so the surface could possibly be a roof, or
deck, or other element.

Commentary
Having said that, the surface should be flat and / or have a
means to prevent a person from rolling off of it.The intent
is to prevent a condition where a fall greater than 6 ft in
height could occur, such as would occur from a second story
window to grade below.
