Question
Is it the intent of R314.3.1, Ex. #2, that when an electrical permit is required on an existing dwelling unit along with a plumbing and/or mechanical permit for the installation and/or repair of a water heater, whirlpool tub, HVAC system or bathroom exhaust fan, that the smoke detectors do not have to be brought up to the current codes and located as required for new dwellings.

Yes. The installation, alteration or repair of plumbing or
mechanical systems is exempt from the requirements
of R314.3.1 when an electrical permit is required for the
plumbing or mechanical system installation, alteration or
repair. This is true if the electrical permit is made
necessary by work done to the other systems. However, if the
work involved is an electrical permit only, the upgrade
would be required.
