Is it the intent of Table 1604.5 under Risk Category I, Screen Enclosures, to limit this to only stand alone screen enclosures that are not attached to a building structure?

No. Section 1604.5.1 states "Where buildings or structures
have two or more portions that are structurally
separated, each portion shall be separately classified."
