Is it the intent of this chart 709.1 to cover sizing of residential sanitary drainage Stack for a Clothes Washer and other sanitary issues?

NO. The Residential Code, Tables P3004.1 and P3201.7, define
fixture unit values and trap sizes for clothes washers.

It is not permissible to reference the Plumbing Code for
structures which in accordance with R101.2 fall under the
scope of the Residential Code.
