Question
Is it the intent of the code that in a 48 inch corridor, in a business occupancy that has a 36 inch door to allow the door to swing into the corridor?

No. Assuming it is from an occupied room into the corridor, as
per 1005.2 (via 1018.3 exception) it would reduce even the
minimum required widths by more than 50%.
