Question
Is it the intent of section 508.3.1 to require the required plumbing fixtures of each occupancy to be cumulative?

The intent of code is to provide sufficient bathrooms for
the occupants (public, employees, ...) of the building. If
they can share the bathroomns, then a cumulative number
would be correct. if they are separate and independant,
then an individual count for each occupancy should be used.
