Question
Is it the intent of 423.13.7.2 to require built- in horizontal member or permanent chair rail on large glass panels constructed with safety glazing? Also, do we use FBC, Chapter 24, Section 2406.4, 7., 7.1 to determine a "large glass panel"?

Yes, 423.13.7,2 is in addition to the requirements of
2406.4.7.
Section 423.13.7.2 and Section 2406.4.7 are to be used in
the design for large panel glazed windows. The use of a
horizontal bar and safety glazing is there to protect the
staff, students and public from hazardous situations.
