Yes, if there is a change of occupancy. 912.8 Accessibility
reads: "Existing buildings that undergo a change of group
or occupancy classification shall comply with the
provisions of the Florida Building Code, Accessibility."

Commentary
If the occupancy changes to "D" - table TABLE 403.1 of the
plumbing code requires a drinking fountain and section
202.4.1 of the accessibility code requires it to be
accessible.
