Question
Is it the intent of NEC 340, to allow UF cable to be used for dock wiring where it would occasionally be submerged.

No. NEC 340.12 (10) prohibits the use of UF cable where
subject to physical damage. NEW 340.12 (9) prohibits the
use of UF where exposed in direct sunlight, unless it's
identified as sunlight resistant.

Commentary
Both these prohibitions need to be evaluated by the AHJ in
the context of the particular installation that is
being inspected, and the listing of the actual material
being used.
