Question
Is it the intent of this section of the code to require a Bar that serves mixed drinks, Scotch & Water, beer, sodas and water; to have a drinking fountain?

The code specifically exempts restaurants and does not mention bars even
though the uses are separated in Table 403.1. I think the intent is to require
the drinking fountains, otherwise such occupancies would have been
included in the exception for restaurants.
