Question
It is understood that Section 3002.4 of the Florida Building Code requires that for purposes of fire department emergency access that each floor is required to be served by a single elevator. Does a building with multiple elevators capable of being used by the fire department to provide access to all floors, but no single elevator that serves all floors comply with the intent of Section 3002.4 of the Florida Building Code?

From every floor there must be an elevator car available that is large
enough to transport a gurney. This elevator must be on emergency power.
It must go to the first floor or the floor of emergency vehicle acess. If one
elevator only deals with floors 1 to 10, and another elevator deals with
floors 11 to 20 and the first floor or lobby, both of these elevators must be
large enough to handle a gurney. There may be other elevators that reach
the same floors that will not accommodate the gurney.
