Is it the intent of 437.2.8.3 to require a Critical Branch distribution system?

No section 437.2.8.3 FBC building does not require a
Critical Branch distribution system. It sets requirements
for switching if one is provided. However, other codes may
require a Critical Branch distribution system.

Commentary
Typicaly all three would be required in a hospice care
facility. Also the AHCA rules will require a complete
essential system. See the definitions of the systems. All
three subsystems serve a different purpose.
