Is it the intent that the exception in this section for the use of a dark color apply only to tiles installed to mark the water line and gutter lip, not the floor or walls of the pool?

Yes. The floor is to be a light color for safety reasons such
as providing contrast to allow lifeguards and others to
clearly see the people using the pool.
