Is it the intent of 404.13, Outlet Closures, to require appliance shut-off valves to be removed before capping or plugging an unused gas line/outlet?

The code is silent on whether or not
appliance shutoff valves are allowed to
be installed. That is up to the Authority Having Jurisdiction
(AHJ) and possibly the gas utility provider if
they have specific rules.
