Question

Is it the intent of Section 1715.5.2.1 to require vinyl and wood exterior windows and glass doors to fully comply with all the mandatory requirements of ANSI/AAMA/NWWDA 101/I.S. 2 or ANSI/AAMA/WDMA/101/I.S. 2/NAFS or AAMA/WDMA/CSA 101/I.S. 2/A440 that are applicable to exterior windows and glass doors manufactured using the referenced materials?

Yes. There is no conflict. ICC interpretation notwithstanding,
both codes require testing and labeling as conforming to
AAMA/WDMA/CSA101/I.S.2/A440.

Commentary

You cannot get the AAMA Label without passing the mandatory testing requirements, therefore, since the code requires the label, passing the tests is a requirement. If the intent was to exclude the AAMA requirements for labeling, the code would limit the requirement to structural wind load design pressures of AAMA. In addition, the FBC modifies 1715.51 by requiring design pressure to be per C and C loads in accordance with FBC 1609 and does not permit the use of the design pressure criteria of the AAMA Standard. The ICC permits the use of AAMA/WDMA/CSA101/I.S.2/A440 or ASTM E 330 or ANSI/DASMA 108.
