Is it the intent of Florida Building Code-Energy Conservation, Section 403.3 to require residential condensate drain lines to be considered part of "mechanical system piping" and required to be insulated to a minimum R- 3?

No, The section referenced in this request deals with
Energy Efficiency. A/C Condensate drain piping insulation
has nothing to do with maintaining or improving the overall
energy efficiency of the building or system. Therefore
the energy code requirements would not be applicable to the
situation you have inquired about.
