Question
Is it the intent of 712.2 to require sleeves through fire-resistance-rated walls constructed with metal studs and fire-rated sheetrock to be secured directly to the studs?

No, the testing is done without it being secured to the
studs. There may be a need to allow some flex for the caulk
to expand when attacked by the fire - must be installed per
manufacturer's listing/testing.
