Question

Is it the intent of table 300.5 to require a schedule 40 PVC conduit to be installed at adepth of 24" as opposed to being encased in the 8" deep on ground concrete slab, as required by other sections of the FBC,for a nonresidential parking lot

Yes. Per Table 300.5, Column 3, The
2008 National Electrical Code requires
24" of cover.
