Assuming a USPS Mail Processing & Delivery Facility is classified as Factory Group F - Special Purpose F-3, Is it the intent of Table 1016.1, by omission, to allow an unlimited travel distance?

No. F-3 is a Florida Amendment and is normally grouped with
F-2, which has a 400 foot Travel Distance if sprinklered.
