Is it the intent of the code to define 'walking surface' to mean any surface that could possibly be walked upon

No, but be aware, the height is measured from the seat
level of any fixed seating adjacent to the elevation
difference. For example, a bench along the edge of a deck
with a distance to grade of 30" or greater within 36"
horizontally of the deck edge. (Section 1013.2)
