Question
Is it the intent of Section 1609.1.1 Determination of wind loads to utilize ultimate wind speeds or nominal?

Use the ultimate wind speed maps and then reduce the design
pressure to nominal as stated in 1609.1.2.3. Most of the
building materials have been tested to nominal pressures
not ultimate; that was the reason given previously.
