Question

Is it the intent of this Section of the 2010 Residential Code to allow a new residence that is more than 100' but less that 300' from the Atlantic Ocean be considered a Surface Roughness'C'?

No, the section cited is for surface roughness. Section
R301.2.1.1.3 provides the exposure category for design.

Commentary

The difference is "surface roughness" and "exposure category" as they are used for design purpose. The surface roughness explanation is needed to provide the information needed for adjoining terrain so the category for design purposes may be defined.
