Question
Is it not the intent of 401.3 to provide for drainage of water downward and away from the perimiter walls of a home, to prevent ponding of water and soggy lots within the first ten feet of the perimiter?

Yes. The lot is required to be graded; to drain surface
water away from foundation wall. For a monolithic
foundation, the thickened edge could be deemed as the
foundation wall. The grade is required to fall a minimum of
6 inches within the first 10 feet, except where space
prohibits drains or swales are required.
