Question
Is it the intent of the FLA Building, Energy Conservation Code, paragraph 101.4.1, to allow replacing or recovering an existing roof membrane without replacing or increasing the R- value of the existing roof insulation installed in accordance with the standard of the day.

The cost of reroofing or renovations would have to (in a
one year period) exceed 30 percent of the assessed value
of the structure, in order for the renovation requirement
from Table 101.4.1 to apply. (See foot note “d”), or see
Renovations in Definitions. Table 101.4.1, foot note (a)
states, “an existing building or portion thereof shall not
be altered such that the building becomes less energy
efficient than its existing conditions.”

Commentary
If the insulation is not damaged it can stay in place. If
damaged it must be replaced with the same R-value than what
was originally installed unless the cost of reroofing
exceeds the 30 % threshold.
