Question
Is it the intent of R301.1.3 to allow a engineer to eliminate the required vertical reinforcement under sections R609.3.1 through R609.3.6?

The provisions of R609.3.1 through R609.3.6 are
prescriptive provisions allowing the construction of the
dwelling without the expense of a design professional. An
engineer can develop a design that differs from the
provision, but cannot eliminate vertical reinforcement
entirely.

Commentary
Should the design vary from the prescriptive provisions in
the code, a peer review of the design should be requested.
