Is it the intent of sections 1609.8 and 1620.6 to include rooftop mounted telecommunication antennas and related components?

Yes, unless preempted by Federal law. Buildings and
structures or any part thereof shall be designed and
constructed to be of sufficient strength to support the
estimated or actual imposed dead, live, wind loads
any other loads.

Commentary
The requirement has nothing to do with affecting the
operation of the building and everything to do with
keeping the structure on the building.
