Is it the intent of Section 1626.2.4 to allow the large missile to impact the test specimen at other than 90 degrees to the surface?

TAS201 TESTING APPLICATION STANDARD (TAS) 201-94 IMPACT
TEST PROCEDURES and PA201 dating back to 1994, the large
missile cannon can be fired at a vertical angle to
compensate for the missile drop causing a perpendicular
impact to the specimen. It has also been clarified for
laboratories accredited to perform TAS201 that the front of
the missile cannon can be shimmed as a means to cause a
perpendicular impact to the specimen.

Commentary
The barrel of the large missile cannon shall be mounted on
a support frame in a manner to facilitate aiming the missle
so that it impacts the specimen at the desired location
from 9 feet away plus the length of the missile.
