Is it the intent of 403.1 A-3 (church) minimum requirement of a service sink to do double duty with a two compartment sink in a break area with microwave ovens and refrigerator?

No, table 403.1 Plumbing, uses the term "service sink" and
not just "sink" for the specific identification
of "service" which is defined as applied to repair or
provide maintenance. The intent is for the service sink
(mop sink) to rinse out dirty mop soaked with chemicals
associated with service to be clearly different than a sink
used to wash hands, vegetables, and dishes that are
associated with a break room.
