Question
Is it the intent of Section 1715.9.4 to require testing of soffits and exterior wall coverings when a soffit or exterior wall covering can be designed using "applicable material design standards listed in Chapter 35" as stated in Section 1715.1

1715.9 refers to Manufactured Soffit Materials and Systems.
As per the referenced code sections, a manufactured soffit
system needs product approval.

The Building Official may accept an Alternative materials,
design and methods of construction and equipment, as
specified in FBC 2010 section 104.11 from a design
professional.
