Question
Is it the intent of the use of luminescent and photoluminescent strips on each stair as well as landings also apply to 3 level high condominums where the only means of egress are open stairwells with low level lighting that, in the event of electrical failure, will not be lighted.?

NO. 403.5.5 applies to high rise buildings only. However,
the described condition with open stairs would still need
to comply with Section 1006 of the FBC-B, 2010.
