Question

Is it the intent of section R401.3 to be applicable to the exterior vertical face of monolithic slab foundations in the requiremnt to drain surface water away from "foundation walls"?

Yes, drainage away from the foundation is required.

Commentary

The slope away from the building is required to be 6 inches within the first 10 feet. The exception allows for use of drains and swales if lot lines or physical barriers, such as a steeply sloping lot, do not allow for a 6" slope, then the minimum slope is 2 percent.
