Question
Is it the intent of the Code to have dealers/contractors submit documentation of manufacturer's expanded ratings (total and sensible capacities along with design CFM)along with their permit application?

Yes. FBC-EC Section 103.2.2 requires the construction
documents to include "mechanical system design criteria;
mechanical and service water heating system and equipment
types, sizes and efficiencies..."

Commentary
Applicants must submit whatever the Building Official deems
necessary to confirm Code Compliance, per FBC 107.3.
