Question
Is it the intent of Table 1016.1 that the primary occupancy shall govern allowable travel distance for all spaces throughout the building?

As an incidental use, the provisions of the primary
occupancy apply. However, the room could be classified a
mixed occupancy and separated accordingly, and the travel
distance applicable to occupants of the mixed occupancy
could be applied for that space only Or treated as an
Accessory Occupancy or Mixed Use Nonseparated where the
occupancies are individually classified and the
requirements of the Code apply to each portion of the
building based on the occupancy classification of that
space.
