Question
Is it the intent of the 2010 FLA Building, Energy Conservation Code, Table 502.1.1.1(1) to provide minimum thickness on roof insulation at any one point on the roof, (under drains) to meet R-40 if an average R-40 value thickness over the entire roof can be met reducing the roof insulation at drain locations to less than R-40?

Yes. 502 is a prescriptive compliance path. As such the
thermal envelope minimums are more restrictive in order
to achieve the 80% passing score.

Commentary
The prescriptive path is required for shell buildings and
renovations. However, any building may comply with method
506. If a shell building is to comply with method 506,
then all assumed items must be listed and appended to the
calculation. If the final build-out is not per the
appended document, then a revised form 506 must be
submitted at the time of final build-out of the building or
portion of the building.For buildings complying with form
506, the performance method allows for trade offs and the
average value of insulation could be used in the
calculating of the compliance. Form 502 would not allow
using a weighted average.
