Question
Is it the intent of 210.12(B) in the 2008 National Electric Code and the 2007 Florida Building Code Existing to require AFCI protection when a branch circuit is modified,replaced,or extended?

The Florida Building Code Existing Building considers "the
installation of any additional equipment" a level 2
Alteration. Level 2 Alterations require all new electrical
work to comply with FBC chapter 27, the National Electric
Code. So whatever circuit is being extended or is being
added, the addition is required to be arc-fault or GFCI
protected, depending on what room it is.
