Is it the intent of NEC 422.51 to view customer accessible soft serve ice cream machines as "vending machines?"

No. The soft serve ice cream machine, as described appears
to be a commercial appliance and would have to be grounded
accordingly.

If the machine is intalled in a true "kitchen" then GFCI is
