Question
Is it the intent of FBC-B Section 1502 � Definitions, to describe a cantilevered concrete canopy or concrete roofed plaza covering the buildings entrances as a roof deck that would require roofing or a waterproofing system? If so, per FBC-B Section 1507.1 and 1507.15 the roof deck shall have a roof covering system or liquid-applied coating, or would standard paint be sufficient protection?

Yes, based upon the description of the canopies they would

definition of roof deck is so broad that there seems
to be room for interpretation depending on the nature of
the cantilevered concrete structures above the building
entrances, the manner of their construction and the amount
of concrete cover over reinforcing steel. The Building
Official should make the decision based upon specific
conditions.
