Question
Is it the intent of the code to require Fire Protection Shop Drawings to be submitted only prior to the start of system installation as stated in 106.1.1.1 or does the AHJ have the authority to require Shop Drawings prior to the issuance of Building Permit?

Section 106.1.1.1 requires shop drawings to be submitted
and requires that the shop drawings shall be approved prior
to the start of the system installation. The code is
silent to when the shop drawings are required to be
submitted. It would be up to the local building offical to
determine.

Commentary
Referring to section 105.3.1.2 Local jurisdiction may
mandate fire protection system shop drawings to be required
to be submitted at permit application time.
