Question
Is it the intent of 1620.5 that utility sheds need only be designed to 75 mph 15 psi, not section 6 of ASCE 7 as stated in 1620.1 & 1609.1.1 and can this be applied to area's outside of the HVHZ

Yes, utility sheds in the HVHZ may be designed for 15 psf.
