Is it the intent of section 1006.2.2 to allow for a 10 second interruption of power (and emergency illumination)only during required maintenance of the system or is the 10 second delay permitted during the activation of the emergency power system during a power failure?

Yes, the language in 1006.2.2 allows a 10 second maximum
delay in change over from one system to another during a
power failure. The term "maintenance", in this section, is
not intended to be used in the application of mantenance
work to assure system reliability as in "inspection,
testing and maintenance."

Commentary
In effect, section 1006.2.2 changes the requirement in
1006.2.4 from a Type 60 system to a Type 10 system when the
standby system provides the energy source for secondary
illumination.
