FBC-P 403.1 says that the occupancy classification shall be
determined in accordanve with the FBC Building. FBC-
Building section 303.1.1 classifies it as Mercantile.
Therefore, you apply Table 403.1 using Mercantile
occupancy, which does not require a service sink.
