Question

Is it the intent of Section 716.6.1 "Through Penetrations" to be applied ONLY to thru penetrations in fire-resistance- rated floor/ceiling assemblies, or is it to be applied to all through penetrations in any fire-rated assembly?

A shaft is required. Section 716.6 says "shall be protected
by a shaft enclosure ..." and then says "or shall comply
with Sections 716.6.2.1 through 716.6.3. However the
exception in 716.6.1 is not allowed for a Group I-2
Occupancy.
