Question

Is it the intent of 1024.1 exception 1 to allow an exit enclosure from a rated stairwell to egress though a lobby and then through a separate enclosed vestibule to the exit discharge.

Yes. See Interpreation #6895.

Commentary

However, If the building is a high-rise building, with some exceptions, 1020.1.7.1 would not allow the proposed configuration. As a practical matter in a high- rise building all exits must discharge to the outdoors, so as to access a public way.
