Question
Is it the intent of Exception 1 to allow 50% of the number and capacity of the exit enclosures to exit through a building (business occupancy) lobby and its adjoining exterior vestibule (for climate control conditions only)?

yes; if the vestibule described is a part of the lobby.

The answer refers to section 1024 not 10.24.
