Is it the intent of section 403.1 to use table 403.1 to determine the type of occupancy without using chapter 303 of the Florida Building Code, Building?

No. The last sentence of Section 403.1 of the Florida
Building Code - Plubimg states, "Occupancy classification
shall be determined in accordance with the Florida Building
Code - Building."
